A short way to make a progress bar using CSS and basic HTML. It could easily be made dynamic with some scripting.

I used it with some jpegs if you want to see what I used it for look at this for an empty bar

there is a meter that has # degrees after it. This article talks about the css I used to implement that, but I used url() for background and foreground instead of color
