KDE and Gnome Icon themes are the best source for icons for web and desktop apps because there are multiple size icons, lots of choice, free - in both sense of the word and they have great icons.

The main question is what will the GPL & LGPL permit wrt icons....

GPL and LGPL is for code. IMHO, the icon creators should use any of the creative commons licenses. Or at least GNU Document License.
