Guice is just a simple java open source framework. Does it represent a milestone in the evolution of Google?

Links a video with a Google techtalk intro to Guice.
A new age, though? No, I think it's just that some projects in Google bubble up from 20% time work... so now & again you'll see various creations (like Guice) that were built to use internally first, or as a 20% project, that are then released to the public. Stuff like Guice isn't part of Google's primary business, and isn't a sign of any trend -- it just gives them "karma" that helps in hiring and relations with the developer community.

It should be easier to link to the Guice site:

http://code.google.com/p/google-guice/
