Sure, CIOs can be clueless. But so can the programming staff. It's time for the other side of the story: CIOs and IT managers explain just how out-of-it their application development staff can be.

Wow. If the intent was to demonstrate just how simple-minded and arrogant some CIO's are, they should consider this a successful mission.

In my experience, the biggest issues lies with communication. "Another CIO points to the dire need to build applications for reliability and scalability." CIO's have a tendency to assume that their development staff is caught up in the "cool" factor when, in reality, they're contemplating the best solution for scalability, reliability, and the one not mentioned, making sure that convey their intentions cleanly to reduce the efforts of future maintenance on the project. This isn't always an easy task.

I'll admit that a large number of developers are bad at coming up with the best user experience in their applications --I've come to expect this. But this doesn't mean that the developers aren't thinking about user experience. Developers often have a tendency to think like computers. I'd argue that this a usually good trait. In my opinion, developers should spend their time focusing on code, while allowing designers take care of the UI.
