I've skimmed through this - it seems to be fantastic. I've just completed a course on AI, we did some neural nets but it wasn't very interesting. I've never heard of this "Hebbian" learning theory either. This guide seems very accessible, with worked examples. I'll bookmark and have a good go at it later.
(You're right, dreadfully ugly website though!)
