From the official Google blog: "In July we announced that we were working on Google Chrome OS, an open source operating system for people who spend most of their time on the web. Today we are open-sourcing the project as Chromium OS."

Google has been very quiet about what license they are using for Chrome OS. Is it really open source or is the source code only available for browsing?

I'm not with Google so I don't know for sure. It looked to me like it will be open source.

Saying it will be open source doesn't mean jack crap until you specify what license it is. Just because I can download the source with Git doesn't make it open source.
