Developers hate writing documentation. And generally, users hate developers who don't write documentation. There's a subset of users who dislike going through documentation and will prefer to go directly in the source for whatever they're doing, but they're certainly not a majority. My position is that if you do not have any kind of documentation available, you're a jerk.

This requires management and sales support i.e. time is money, and someone needs to pay for the time to write and maintain the docs. You also need to be given the correct information on who the target for the docs are and what types of docs need to be provided; this can become a job in itself, and a developer may not have the skills and mindset to do a good job of it, especially if not given relevant mentoring or feedback! I'm only downvoting this commenter because he was stupid enough insult developers, when it is often others who make this difficult!
