I think you are quite wrong. I'm looking at the source now, the first class I looked at is Core.php, which includes, among others, the following constructs:
final
private
public
static (in the context of class members and methods)
I also just checked every page linked from the project page, including the google groups, and could not find 1 (one) reference to PHP 4.
So, why bash a project for no reason at all?
