Paypal operates as registered bank within Europe, and they are bound by laws. If anyone is having problems, you might get help by contacting the CSSF, the financial sector oversight in Luxembourg. http://www.cssf.lu/index.php?&L=1

Don't People remember that Paypal has had a class action lawsuit about this arbitrary confiscation of account and lost for exactly this reason ?

On paypal forum according to an ex-paypal employee even testified that paypal used this scheme to cover frauds from other accounts.
