Here is a 4 line JDBC program that reads a csv file and prints records in it. Here is why you will not need lengthy IO code to do this if you have Windows operating system.

At first, I thought there would be some magic here. Actually, it's a special odbc that will take care of reading the csv files. I think you can do the same in java, i.e. writing a special jdbc driver that reads csv files and then use it to read csv files anywhere using jdbc in 4 lines.
