It's true that Collective Code Ownership can hide the poor programmers' work. But then this is a management problem, not a CCO problem. A response to "Are there any weakness in Collective Code Ownership?"

Few in management have the training or desire to tell good coding from bad, so we must police ourselves.

Depending on the company, there should be a technical manager, who has pretty good idea of what is happening. Or they are called 'team leaders'? This should fix the problem with management which doesn't have a clue.
