Both are heavyweight. But Spring is proprietary and mostly just duplicates functionality already present in Standard Java EE. Why should a developer learn and use an additional framework that adds nothing? That's the point.
To be honest, I'm not sure how either can be qualified as heavyweight in their lightest form.
