These days, I hear a lot of chatter that a certain framework/language/project management tool is more productive than some other. Generally, these claims are based on how fast it is to get a project started or how expressive the language is. From the Theory of Constraints, we know that the only way to substantially increase productivity is to attack the bottlenecks. Gains made in other areas will still be dominated and subsumed by the bottleneck constraint.
