Recent statistics from an interesting report from Evans Data, suggest MyEclipse as the best Java Integrated Development Environment (IDE) value. MyEclipse proudly stood next to seven other IDEs in an overall satisfaction rating study. Only four of the eight IDEs surveyed were Java-based IDEs. The discrepancy in pricing and value for the dollar was a broad gap, with IBM topping off at over $4,200 per seat, and MyEclipse offering a competitive tool suite at $60 – a gap of more than 70 times the price.

Eclipse WTP is indeed $0. I don't believe anyone was addressing that, nor would they argue.

But the point of the survey was to rate the various IDEs based off of all sorts of categories, and compare/contrast them, not just focus on price. Additionally, it appears a focus of the story is to illuminate value-add on a feature and functionality basis for some of these IDEs and the corresponding value. Value is found in more than price, and is in what you get for it. If this were not the case, all tools companies would be out of business. You might be hard-pressed to tell a developer who has shelled out $60 for MyEclipse or a couple hundred for IntelliJ that they do not get value for their money, which is all this is about.
