FOP makes sense if the document is highly regular (list or tables), otherwise not so much. As to iText's license, it's still possible to use iText 2 (which does most of what people are likely to need, if one can find the 1st edition of iText in Action as a tutorial). Other good choices -which were unfortunately not discussed- are PDFBox (for creating free-form PDFs like with iText, although fewer features) and FlyingSaucer (for converting CSS-styled XHTML to PDF).
