I think that Google made a smart move by making Android 4.4 more accessible to the low budget smartphones. "Project Svelte” (as Google calls it), allows Android 4.4 to run on lower-end hardware…maybe Google wanted to show that if Microsoft could make Windows Phone run smooth on 512 MB, so could they.
