Warning: I've used this library in the past and have found it to be very compliant (to CSS), but also very slow (> 30 seconds to generate a PDF with a two page table in it). The "Flying Saucer" project might be an interesting alternative: https://xhtmlrenderer.dev.java.net/

A much easier way -- and certainly faster way -- is to use phpLiveDocx. Not only can it generate PDF (based on templates) but also DOC and DOCX.
