Generally, when we talk about programming languages, we usually mean things like, C, C++, Java, Perl, PHP, etc. I think that, over time, this narrow definition of what a programming language is has actually hindered our ability to engineer software.

so... programming languages are not 'languages' because specific libraries have their own jargon, which may sound alien to speakers of the 'pure version' of the language?
so is english a language, given that one can't understand a word a lawyer says unless he's also one of them...?
