Rails can do wonders, but... why isn't there any feature-packed, general-purpose CMS like Drupal built on top of Rails? Are Rails developers not interested enough in open source?

Looks like he is looking for *more* than just a CMS....
Aside from whether or not rails is used, I'm tired of seeing folks ask for a CMS when they really want:
CMS+Publishing+Blog+Forums+and more
Face it a pure CMS wouldn't even serve web pages, that is the job of a publishing system.
You've got to know what to ask for before someone can give you a good answer.

I indeed misused the term "CMS" here, but I couldn't think of another more accurate term: they call Drupal, Joomla et al CMSes though, that's the problem, I guess...
