The use of Alt tags and Title Tags help. Add to the Form tags a title tag which explains the form/ If you create a form it doesn't have to be all javascript. Usually the actions are javascript, but the forms are in input tags which is html code and can be read.

Yes, I agree and I prefer Title Tags because Alt Tags is use to replace the element with text if the control is not render like an image but being a input element should be render in all browsers.
