Microsoft has released their own maps service and to be honest, it surely deserves more attention from developers. Bing Maps can be used with the same easy way Google Maps are used.
Depends on your needs and way to work. For example you might find that data loading on Bing maps is easier than on Google's. Generaly it is much easier to customize them than Google's. IMHO.
And who am I to judge? I use both the APIs and I find them both great. Some people might like Bing's, other might like Google's. The use of the "?" after the "better" suggests users to see which one is better. Personaly, I never like articles where they try to convince me that A is better than B or C. So it would be stupid to do the same. :)
If you are going to judge then why put better in there at all, doesn't matter if you put the '?'. You are implying it is, I am sure at least 75% of the people who read your title gleaned that you were saying bing is better.

from a web UI usability standpoint, I like gmaps better

Would have been better to just say it is an alternative. To say is better and offer no comparisons makes no sense.
