Apple has been avoiding real, third-party iPhone software development since it announced the iPhone at MacWorld. I've read arguments ranging from 'they didn't have time to polish an SDK' to they don't 'want to see their West Coast network go down because some application messed up.'. I think both are bogus, but there is a significant reason why there is no iPhone SDK.
