java.net seems to be a little bit underestimated. It is actually great platform for open source projects—and very easy to set up. You get SVN or CVS access with mailing lists, project homepage, etc—the full infrastructure. However, there are already some really interesting java.net projects out there.

in what way does it represent an alternative to sourceforge.net? why should one choose java.net? why should one convert away from source forge?

The projects listed there(most of them) by the author look like "SUN" projects, not real "user" projects :).
I think the best "user" project on dev.java.net is JGoodies:
https://jgoodies.dev.java.net/
with all it's "subprojects".
