There is no shortage of people calling for Oracle to sell MySQL. I keep reading that Oracle should sell MySQL to "a suitable third-party" or to a "neutral third party." Which organizations are in a position to profit from owning MySQL? How can these organizations most readily make money off ownership of MySQL?

There are 5 candidates:
IBM -- no because of the scandal and DB2
Firefox/Mozilla -- very expensive unless Oracle makes a 'miracle' offer,
and Mozilla would have to change its status.
Novell/Opensuse -- excessively expensive
Red Hat -- expensive but possible
Google -- but it is dangerous for Oracle, because Google can turn this
good product into an 11g killer.
Answer: Red Hat

Maybe a consortium of those?

A consortium can be complicated and has its own political and other types of difficulties, but a consortium does seem to be a good way to represent the high level of "community" interest in MySQL and allows some prominent members of that community to pool their resources.
