This is old. For instance PLT scheme is now http://racket-lang.org. Under "Conclusions and recommendations": why support for exception handling? Nothing on iterators. A scalable language must have something better than components: it must have a complete library sub-system for text and binary (for example per-compiled headers). How about an interface to SQL? the WEB? ...

This is over five and a half years old. Any current discussion of scalable languages would have to include Google's go language (golang).
