If you read the post, you'll realise that its about open standards for Java. The part about Apache Harmony is explaining WHY Sun is blocking Java SE 7 as an open standard. Personally, I don't commit to Harmony or Open JDK - I don't 'love' either. I just happen to care that Java should be an open standard, as promised back in 1997. IMO, so should you.
it's not Sun who are blocking 1.7, it's Apache. Stephen is an Apache guy and of course blames Sun for Apache's sabotage.
Just as it's Apache who are blocking JEE6 and blaming Sun.
Mind that I don't care about 1.7 one bit, I'm still happily using 1.4.2 (mainly) and 1.5 (a bit) and have no plans to "upgrade". My runtimes may be 1.6 by now, but I don't write to them and don't plan to.

he never stops his political slagging of Sun over the supposed injustice done to his beloved Harmony, does he?
