Sounds harsh, but quality assurance happens during development, not during formal testing; only quality control can happen during formal testing. Organizations committed to quality are aggressive at preventing and eliminating defects during the coding phase; after all testing only detects defects -- it does not fix them. We will never completely get rid of the testing department, but our goal should be 0 defects and 0 testing if we want high quality.
