I voted it up because it is funny, but I don't agree with it. If you really try hard to hate a language/platform you will always find imperfections. He makes a lot of good points about PHP in that article you posted, but if he spent as much time learning proper PHP as he spent researching all those points he would be far better off in my opinion.
If i want to make a quick app to glue something together PHP is always my first choice.
