By "useful" I mean that we provide enough information (or context) in the exception message, as a way to help users of our APIs diagnose the cause of the error, instead of just telling the user that something went wrong. In some cases, we might be able to reduce the number and/or length of debugging sessions for our users. I'm not implying that debugging is bad. In fact, I consider debugging as important as testing. My point is, the faster we can find the cause of a problem, the better
