According to this AP article the Prime Number Syndrome is:
It's the traditional way to teach computer science students by asking them to write programs that spit out prime numbers, the Fibonacci sequence or other mathematical series.

it's more a way to get kids of their backs for a while while those kids scour the internet to find someone stupid enough to do their homework for them (while the smarter kids go out and look for some readymade code floating around the net instead of waiting)...
