Languages are mainly characterized into their functionalities in producing the end result which mostly could be solved using different languages. So when does a programmer have to spend time learning a new program?

Nope, sorry. Tools matter.

There is a better tool for the job.

You can cut down a tree with a nail file...doesn't mean it is a good idea.

Knowing a tool is good, what i am trying to portray is do not get carried away using nail file to cut down trees when you don't need to.
