PHP is popular because it's ubiquitous. Most people aren't using PHP by choice - they simply use it because there is no other option. The documentation is lacking, there are no proper conventions (even the default lib doesn't follow one), security as an afterthought, OO as an afterthought... it's pretty horrible actually.
But I still use it, because... well... I have to.

Needs to back up some of the claims.
I have yet to find an article from this site, the poster's own blog, that provide any real content. It's ok to have an opinion and provide data to support that opinion. I believe that is what true blogging is all about. It's not ok to have an opinion and hope that someone will agree just because.

Did you mean why PHP is the most popular language on the web? Because it sounds like - why is PHP more popular on the web and not on desktop - for example. Which is a really stupid question.
